Requires the Department of Health and Human Services commissioner to prepare a report analyzing how recent federal and state Medicaid changes will affect New Hampshire residents' health care coverage and access

Report must assess impacts on non-profit health care organizations including hospitals, community health centers, community mental health centers, and area agencies, including potential service reductions and facility closures

Study must evaluate effects on people using the Choices for Independence waiver program and their family caregivers, as well as potential cost-shifting to local communities and providers

Analysis must include the impact of federal funding reductions on the state budget

Interim report due to the governor and legislative leadership by November 1, 2026, with final report due by July 1, 2027
