Creates a medical psilocybin program within the Department of Health and Human Services to allow therapeutic use of psilocybin for treating major treatment-resistant depression, PTSD, substance use disorders, and end-of-life care

Establishes a psilocybin licensing board to oversee cultivation facilities and independent testing laboratories, with a maximum of 4 testing laboratory licenses permitted

Requires qualified medical providers to complete 16 hours of initial continuing education and qualified therapy providers to complete 80 hours before administering psilocybin to patients aged 21 and older

Exempts program participants from criminal prosecution and civil penalties for psilocybin-related activities conducted in compliance with the chapter, and prohibits removal of children from homes solely based on parental participation in the program

Takes effect January 1, 2027, with the department required to implement the program and begin accepting applications within 180 days of the effective date
