Establishes minimum qualifications for board membership, disqualifying anyone previously removed from a land use board under RSA 673:13, dismissed under RSA 42:1, or convicted under RSA 95:1

Requires vacant board positions to be publicly posted in at least 2 locations including municipal websites, with applicants submitting letters of interest detailing relevant experience

Appropriates $25,000 in FY 2027 to the Office of Planning and Development for implementation, though the fiscal note estimates actual ongoing costs between $100,000 and $500,000 annually
