Requires different per-pupil cost calculations for cooperative school districts (using apportioned appropriations) and regional enrollment area (AREA) schools (using tuition and rental charges)

Mandates that annual school warrants include estimated new school tax rates and percent changes if all warrant articles with tax impact are approved, displayed as dollar amounts per $1,000 of property valuation

Requires multi-town school districts to provide per-pupil cost and tax rate information separately for each town

Takes effect 60 days after passage
