Imposes a $4 per ton fee on bulk road salt, road salt mix, and brine sold in New Hampshire, to be paid by certified bulk sellers and remitted annually to the Department of Revenue Administration by April 1

Requires road salt bulk sellers to obtain certification from DRA with a $200 registration fee valid for 5 years, and maintain sales records for 3 years subject to audit

Establishes the Road Salt Mitigation Fund within the Department of Environmental Services, estimated to generate approximately $1.6 million annually based on 400,000 tons of road salt applied statewide each year

Creates the Road Salt Mitigation Program to provide grants to municipalities, businesses, and state agencies for equipment and practices needed to comply with commercial applicator and municipal winter maintenance certification programs

Requires DES to submit annual reports to the legislature beginning December 1, 2026, evaluating progress in reducing salt pollution in New Hampshire water bodies and water supplies
