Expands access to public school curricular courses and cocurricular programs (clubs, athletics, performing groups, community service) to all New Hampshire residents eligible for public elementary or secondary school enrollment

Extends existing rights of nonpublic, public chartered, and home educated pupils to include participants in any state-based education program under RSA 194-F (Education Freedom Accounts)

Requires local school boards to adopt participation policies that cannot be more restrictive for alternative education students than for regular district residents

Takes effect 60 days after passage
