Removes the $3,750 per pupil cap on targeted aid (extraordinary needs grants plus fiscal capacity disparity aid) for municipalities with 5,000 or more students in average daily membership

Amends RSA 198:41, I to eliminate the provision that reduced education grants for larger school districts by subtracting amounts exceeding the targeted aid cap

Repeals 2025, 142:3, which contained provisions for determining education grants scheduled to take effect in July 2027

Takes effect July 1, 2026, at 12:01 a.m.

Fiscal impact is pending as the Legislative Budget Assistant awaits information from the Department of Education
