Establishes standardized penalties for boating violations: $50 fine plus penalty assessment for first offense, $100 plus penalty assessment for subsequent offenses within the same calendar year

Doubles public and congregate mooring field fees from $25 to $50 per mooring, with revenue deposited into the Navigation Safety Fund

Prohibits operating a motorboat while any person is sitting on the gunwale, transom, or straddling the bow

Requires vessel registration numbers to be displayed on each side of the forward half of the vessel, at least 3 inches in height, in block letters of contrasting color

Repeals provisions related to boat safety courses (RSA 270:46-a) and rental boat safety checklists (RSA 270-D:2-c, III)
