Legalizes possession and personal use of cannabis for adults 21 and older, including up to 2 ounces of flower, 10 grams of concentrate, and cultivation of up to 6 plants (3 mature) at one's primary residence

Establishes a Cannabis Commission with a chairperson and 2 commissioners to regulate and license cannabis establishments including cultivation facilities (4 tiers based on size), retail stores, product manufacturers, testing facilities, and transporters

Imposes an 8.5% excise tax on retail cannabis sales (same as meals and rooms tax rate), with revenue deposited into a Cannabis Fund and distributed: 55% to general fund, 25% to municipalities, 15% to substance misuse prevention/treatment, and 5% to public safety training

Allows existing therapeutic cannabis alternative treatment centers to obtain dual-use certificates to sell to both medical patients and adult consumers, and permits them to convert from nonprofit to for-profit status

Appropriates $15 million for the biennium ending June 30, 2027 for commission administration and $500,000 for substance misuse education, funded through general fund appropriations of $7 million (FY 2026), $8 million (FY 2027), and $404,000 to DHHS for data collection positions
