New vehicles purchased during or before the model year from a licensed dealer would be exempt from inspection until the owner's birth month in the second year after purchase (for individual owners) or the purchase anniversary month in the second year (for corporate owners)

Current law requires annual vehicle inspections during the owner's birth month; this bill creates an exception for qualifying new vehicles

The bill would result in approximately 89,000 fewer inspection stickers issued annually, based on FY 2024 new vehicle registration data

State revenue would decrease by $144,625 in FY 2026, growing to $289,250 annually by FY 2027, affecting the Highway Fund, General Fund, and Motor Vehicle Air Pollution Abatement Fund

Effective date is January 1, 2026
