Requires health insurers to cover a broad spectrum of non-opioid pain management services including behavioral health interventions (CBT, mindfulness training, support groups), manual treatments (chiropractic, osteopathic manipulation, massage), movement therapies (physical therapy, yoga, tai chi, qi gong), and acupuncture

Mandates a minimum of 12 covered visits per year for each category of pain management services, plus coverage for coordination of care among providers

Prohibits insurers from imposing more restrictive utilization controls (prior authorization, step therapy) on non-opioid pain therapies than on opioid treatments

Requires insurers to submit comprehensive pain management service plans to the Insurance Commissioner for approval and post approved plans on public websites, along with providing educational materials to policyholders

Applies to individual, group, and blanket health insurance policies issued by health insurance companies, health service corporations, and health maintenance organizations, with an effective date of July 1, 2025
