Reorganizes New Hampshire's state building and fire code by repealing provisions from various parts of the RSA and reenacting them with modifications in RSA 155-A

Establishes detailed procedures for municipal building code enforcement, including requirements for building inspectors, building permits, certificates of occupancy, and building code boards of appeals

Creates standardized methods for enacting building codes in different types of municipalities (cities with mayor-aldermen governments, towns with town council governments, and towns/village districts using town meetings)

Defines enforcement mechanisms including cease and desist orders, civil penalties of $275 for first offenses and $550 for subsequent offenses per day of violation, and procedures for local building code citations with pleas by mail

Prohibits municipalities from requiring automatic fire suppression sprinklers in detached one- or two-family dwellings or manufactured housing units in parks, and prevents restrictions on installing commercially available heating or energy systems
