Requires students claiming domicile at institutions of learning to also meet residency rules established by the University System of New Hampshire

Establishes that obtaining a New Hampshire driver's license or registering a motor vehicle in the state constitutes intent to maintain continuous presence for domicile purposes

Takes effect 60 days after passage
