Prohibits the use of public funds (grants or appropriations from state, county, town, city, village district, unincorporated place, or school district) for lobbying, attempting to influence legislation, participating in political activity, or contributing to entities engaged in such activities

Requires any recipient of public funds wishing to engage in lobbying activities to physically and financially segregate public funds from other funds that may be used for lobbying purposes; mere bookkeeping separation is insufficient

Authorizes taxpayers or residents to seek injunctive relief against entities violating the prohibition and to recover attorney's fees and costs if they prevail

Establishes criminal and civil penalties: knowing violators face a Class A misdemeanor and personal liability for 3 times the amount wrongfully spent, with proceeds distributed to the affected jurisdictions; knowing violations are also grounds for employee discharge

Preserves the ability of entities to provide informational materials that do not advocate for or against political candidates or legislation; takes effect January 1, 2026
