Prohibits moderators, clerks, or supervisors of the checklist from verifying a voter's identity based on personal knowledge alone, even if they personally know the voter

Requires voters without valid photo identification to be directed to the supervisor of the checklist for identity and qualifications review

Empowers the supervisor of the checklist to determine if a voter's identity and qualifications can be verified; voters who pass verification may vote, while those who do not are denied

Provides voters denied the right to vote with an immediate appeal option to superior court under RSA 654:12, V

Takes effect 60 days after passage
