Prohibits non-governmental entities from copying, retaining, or scanning driver's licenses, while still allowing licenses to be displayed for identity verification purposes

Permits driver's license copying only for governmental purposes including voting, notary public use, justice of the peace functions, or judicial orders

Establishes a misdemeanor penalty for individuals who violate these restrictions, and a felony penalty for non-individual entities (corporations, organizations)

Imposes a minimum $100,000 fine payable to the affected person for misuse of retained identification information, plus lifetime identity theft protection for that person

Mandates a $100,000 fine per person affected in the event of a data breach involving illegally retained personal identification information

Takes effect January 1, 2026
