Prohibits candidates for select board or school board from serving on the board of recount when they are on the ballot being recounted

Changes the composition of the school district board of recount from school board members to select board members, alongside the school district clerk and moderator

Changes the composition of the town election board of recount from selectmen to school board members, alongside the town clerk and moderator

Requires all ballot recounts to be conducted by visual inspection only, prohibiting the use of mechanical, optical, or electronic counting devices

Establishes formal procedures for recount conduct, including the right of applicants to observe and protest ballot counting, and requires the moderator to suspend recounts until any discrepancies are resolved

Takes effect 60 days after passage
