Report must specify job classifications, pay schedules, whether positions are exclusive to DCYF or shared with other divisions, and any federal contracts requiring specific positions along with associated federal funding

Commissioner must provide quarterly updates on any personnel transfers, reassignments, or delegations of authority

Reports go to the Joint Legislative Fiscal Committee, Speaker of the House, Senate President, and all committees with DCYF-related responsibilities; takes effect 60 days after passage with no anticipated fiscal impact
