Prohibits the state from disposing of class I or class II highway property if the highway is still in use by the public for motor vehicle travel and local selectmen object to the discontinuance, reclassification, or reversion

Requires municipal approval before the state can transfer, discontinue, or reclassify state-owned highways to towns, giving selectmen veto power over such transfers

Amends three existing statutes (RSA 4:39-c, RSA 4:39-f, and RSA 4:40) governing disposal of highway-funded and state-owned real estate to include the municipal consent requirement

Modifies RSA 230:57 to prevent the commissioner of transportation from reverting class I or class II highways to town control without selectmen approval

Takes effect 60 days after passage
