Requires all school administrative unit (SAU) budgets to be placed before voters as a separate warrant article at annual school district meetings, with a specific ballot question format showing both the proposed budget and an adjusted default budget

Establishes that if voters reject the proposed SAU budget, the default budget reverts to the previous year's amount adjusted for continuing contracts, excluding pay increases, benefits increases, new positions, or new services

Removes the alternative SAU budget adoption procedure (repealing RSAs 194-C:9-a and 194-C:9-b), requiring all school districts to follow the same standardized budget voting process

Requires SAU budget warrant articles to appear at the beginning of school district warrants, immediately after any bond or note articles

Applies to single-district SAUs by requiring them to adopt a budget, conduct budget voting, and hold public hearings under the same procedures as multi-district SAUs
