Creates the "Partners in Housing" program under the Housing Champions Fund to provide funding for developers who build workforce housing on municipally or county-owned land, requiring at least 20% of units remain affordable for 20 years

Authorizes select boards to identify town-owned properties suitable for residential development and forward them to planning boards, which can then submit property descriptions to the Office of Planning and Development for a statewide list

Allows municipalities to grant expedited site plan review for workforce housing projects on properties included in the state's compiled list

Permits local legislative bodies to adopt "pattern zoning" regulations with permit-ready designs to accelerate construction of infill housing in existing neighborhoods

Appropriates $150,000 for FY 2025 (non-lapsing through June 30, 2027) to the Housing Champion Designation and Grant Program Fund for establishing the property compilation system, with the Department of Business and Economic Affairs required to adopt implementing rules by December 1, 2026
