Expands the definition of adequate education costs to explicitly include teachers, benefits, student-teacher ratios, principals, counselors, technology, transportation, and facilities operation/maintenance

Estimated fiscal impact of approximately $630.6 million in additional state expenditures for FY 2026, funded through the Education Trust Fund
