All funds disbursed from federal governmental units to school districts must be classified as "unanticipated money" under RSA 198:20-b, subjecting them to additional procedural requirements before acceptance

For unanticipated funds of $20,000 or more, school boards must hold a public hearing with at least 7 days notice published in a local newspaper

Public hearing notices and school board meeting minutes must include a summary of any obligations the district incurs by accepting the federal funds, or explicitly state that no obligations are incurred

School boards may set a lower threshold than $20,000 for requiring public notice of unanticipated funds

Takes effect 60 days after passage
