Requires health plans to publish three machine-readable files containing pricing information: in-network rates for covered items and services, out-of-network allowed amounts and billed charges, and prescription drug negotiated rates and historical net prices.

Mandates disclosure of negotiated rates associated with each provider's National Provider Identifier (NPI), tax identification number, and place of service code, along with contract expiration dates.

Requires the Insurance Commissioner to compile submitted pricing data into a public online tool enabling market-wide price comparisons between health plans and providers.

Health plans must update all machine-readable files monthly and make them publicly accessible without requiring user accounts, passwords, or personal information.

The bill's requirements take effect 6 months after finalization of federal guidance under Presidential Executive Order 14221, with applicability for plan years beginning January 1, 2026 or later.
