Creates a 7-member Solid Waste Facility Site Evaluation Committee to evaluate and approve or deny applications for new major solid waste disposal facilities (those accepting over 100,000 tons per year) in New Hampshire

Establishes state preference for landfill expansions at existing permitted sites over new "greenfield" locations, giving the Department of Environmental Services exclusive authority over expansion approvals that preempts local zoning ordinances

Requires landfill owners receiving expansion approval to pay host municipalities a minimum of $2.50 per ton for all waste received if they have existing fee agreements

Sets application fees starting at $20,000 base charge plus $1,000 per additional 10,000 tons/year capacity above 100,000 tons, with funds deposited into a dedicated committee fund

Mandates the committee issue or deny certificates within 180 days of accepting a complete application, with evaluations covering economic impacts, property values, tourism, traffic, noise, odor, and visual effects
