Allows parents to enroll their children in any public school in New Hampshire, regardless of their resident district, effective January 1, 2026

Requires all school districts to establish open enrollment policies and post monthly capacity information for each school and grade level on district websites

Mandates sending districts pay receiving districts at least 80% of the sending district's average per-pupil cost for transferred students

Limits reasons a district may deny a transfer application to: prior expulsion, documented significant disciplinary issues, documented chronic absenteeism, or lack of available capacity (military-connected students exempt from capacity limits)

Eliminates transportation obligations between districts for non-resident students, though parents may transport students to existing bus stops in the receiving district
