Applies to Congress under Article V of the U.S. Constitution to call a convention of states limited to proposing a constitutional amendment establishing term limits for members of the U.S. House of Representatives and U.S. Senate

Specifies this application should be aggregated with similar applications from other states seeking congressional term limits, but not with applications on any other subject

Constitutes a continuing application that remains in effect until at least two-thirds (34) of state legislatures submit applications on the same subject

Directs the House Clerk to transmit copies to congressional leadership, New Hampshire's federal delegation, and presiding officers of all state legislatures
