Declares the Royal Government of Bhutan responsible for the political, cultural, and ethnic oppression and forced displacement of more than 100,000 Nepali-speaking Lhotshampa and Sharchop citizens in the late 1980s and 1990s

More than 2,000 Bhutanese refugees expelled during this period have resettled in New Hampshire, with many spending nearly two decades in refugee camps in Nepal before resettlement

Urges Bhutan to unconditionally release all remaining political prisoners with restitution and reparations, and to restore citizenship for Nepali-speaking Lhotshampas whose citizenship was arbitrarily revoked

Requests Bhutan resume discussions with Nepal regarding displaced individuals and accept voluntary return of citizens still in refugee camps

Calls for Bhutan to establish an independent truth commission to investigate human rights violations from the 1980s and 1990s and institute a peace-building and reconciliation process
