Establishes a reliability indexing credit pilot program allowing state electric distribution utilities to enter multi-year agreements with qualified energy storage resources located in New Hampshire for up to 200 megawatts of energy storage capacity

Creates a contract structure where payments are calculated daily based on the difference between a competitively bid strike price and a reference price approximating wholesale market revenues; storage resources receive payment when strike price exceeds reference price and pay charges when reference price exceeds strike price

Requires the Department of Energy to complete an investigation developing recommended terms and conditions for the pilot program by December 1, 2025, with utilities required to petition the Public Utilities Commission by February 1, 2026

Authorizes the Public Utilities Commission to approve cost recovery through utility rates if it finds the agreements just, reasonable, and in the public interest

Estimated state expenditure of $100,000+ in FY 2026 for the Department of Energy investigation, funded through utility special assessments
