Authorizes the New Hampshire Department of Energy and investor-owned electric distribution utilities to issue requests for proposals for multi-year purchased power agreements for energy supply

Expands eligible energy sources to include existing facilities, specifically nuclear power plants in the ISO-NE control area that began operation before January 1, 2011, in addition to new or incremental sources

Removes previous deadline requirements that had set June 30, 2025 for issuing RFPs and June 30, 2026 for petitioning the Public Utilities Commission

Caps total statewide procurement at 2 million megawatt hours annually, with agreements requiring Public Utilities Commission approval as just, reasonable, and in the public interest

Takes effect 60 days after passage and has no fiscal impact on state, county, or local expenditures or revenue
