Creates an Uncompensated Health Care Fund in the state treasury administered by the Department of Insurance to support nonprofit safety-net providers delivering care to uninsured individuals

Imposes assessments on licensed health insurance carriers, reinsurers, and self-insured plans (including state and municipal health plans, association health plans, and self-insured companies with over 100 employees contracting with the state)

Prohibits insurers from passing assessment costs to consumers through premium increases or claims cost projections

Establishes a 14-member advisory committee including insurance representatives, healthcare providers, legislators, and public members to recommend annual assessment levels and fund allocation formulas

Program would take effect January 1, 2026 with quarterly assessments, requiring an estimated $552.38 million annually to cover medical costs for New Hampshire's 4.7% uninsured population and approximately $1.3-1.7 million in annual administrative costs for 12 new department positions
