Establishes a State Commission on Program Efficiency composed of up to 20 members from the New Hampshire business community appointed by the governor, serving 4-year terms without compensation

Requires each state agency head to submit a strategic plan to the commission by September 30, 2026, including mission statements, goals and objectives, resource requirements, and program evaluation schedules

Mandates annual performance plans for each agency program activity with measurable performance goals, indicators, and comparison metrics for actual versus planned results

Requires annual program performance reports beginning September 30, 2026, comparing actual achievements against goals and explaining any failures to meet targets

Authorizes the commission to designate at least 5 programs as pilot projects for performance measurement in fiscal years 2026, 2028, and 2030, and to submit recommendations to the House Finance Committee on programs not meeting efficiency and budget goals
