Allows existing dwellings over water in New Hampshire to be improved for maintenance purposes or to bring them into compliance with state or local building codes, expanding beyond the previous allowance for only repairs and reconstruction

Permits the addition of required egress (emergency exits) under building codes without considering it an impermissible expansion of the structure's footprint

Prohibits expansions that would increase interior living space, but allows alterations to interior design and existing cribwork using modern technologies

Authorizes the commissioner to waive standards for expansions that provide greater environmental or water protection, provided no new water penetrations, footprint expansion, or additional living space results

Takes effect 60 days after passage with minimal fiscal impact (less than $10,000 annually through 2028)
