NH SB301

Establishes a new Joint Legislative Oversight Committee consisting of 14 members: 2 appointed by the governor, 6 senators, and 6 house representatives, with bipartisan balance requirements (no more than 3 members from any one party among legislative appointees)

Grants the committee authority to conduct independent audits and investigations of state agency operations, including power to issue subpoenas, compel document production, and require agency officials to testify

Requires the committee to conduct regular reviews, hold public hearings, and engage experts for specialized investigations as needed

Mandates submission of oversight reports at least once per biennium, due by December 1 of even-numbered years, to be delivered to the governor, council, and presiding officers of both legislative chambers

Takes effect July 1, 2026
