Reestablishes the commission to study PTSD incidence in first responders and whether PTSD should be covered under workers' compensation

Expands commission membership to 17 members, including legislators, state commissioners (labor, safety, insurance, corrections), representatives from municipal associations, fire chiefs, police associations, EMTs, and adds a new member from the New Hampshire comfort dog community

Directs the commission to study succession plans for experienced first responders and peer support programs, including whether to consolidate all peer programs under one standardized organization

Requires an interim report by November 1, 2026 and a final report by November 1, 2027, submitted to legislative leadership, the governor, and the state library

The commission automatically sunsets on November 1, 2027 through a built-in repeal provision
