Requires all local school boards to adopt and publicly post a complaint procedure by November 1, 2027 for parents to challenge materials they consider harmful to minors, age-inappropriate, or otherwise offensive in schools

Defines "material" broadly to include books, magazines, videos, web content, live performances, pictures, and any content provided by school districts, employees, volunteers, guests, or speakers

Establishes a multi-step review process: written complaint to principal, investigation within 10 school days, determination within 25 school days, and written response within 5 calendar days explaining whether material will remain, be removed, restricted, or modified

Creates an appeal process allowing parents to bring unresolved complaints to the school board, which must hear the appeal at a regular meeting and issue a signed written decision within 30 calendar days

Designates all decisions and related communications as public records under RSA 91-A
