Authorizes municipal governing bodies in New Hampshire towns and village districts to adopt energy-efficient and clean energy (C-PACER) districts after holding at least one public hearing, rather than requiring a town meeting vote

Requires public notice of hearings to be posted at least 10 calendar days in advance in at least 2 public places, including details on proposed district boundaries and the proposed ordinance

Allows 50 registered voters to petition the governing body to place the C-PACER district adoption question on the warrant for the next annual town meeting instead of allowing governing body approval

Permits municipalities to dissolve C-PACER districts through the same process used for adoption, while maintaining all existing agreements and legal obligations with property owners

Applies to cities, towns, village districts, and counties acting on behalf of unincorporated places, with C-PACER districts allowed to cover all or part of the municipality's area
