Expands the definition of "veteran" across New Hampshire statutes to include individuals with any discharge under honorable conditions, including general discharge, rather than requiring only an honorable discharge

Creates a lifetime combination hunting and fishing license for New Hampshire resident veterans, with fees based on VA disability rating: 75% of standard fee for 0-29% disability, 50% for 30-49%, 25% for 50-99%, and no fee for 100% permanent and total disability

Allows veterans who previously purchased lifetime licenses at full price to apply for partial refunds proportional to their qualifying disability rating

Updates approximately 25 state statutes governing veteran benefits including property tax exemptions, employment preferences, reemployment rights, veterans' home employment, and motor vehicle registration to reflect the expanded veteran definition

Takes effect January 1, 2027 for the hunting and fishing license provisions, with remaining sections effective 60 days after passage
