Removes the existing restriction that limited toll credit use to the Nashua-Manchester-Concord project (project number 40818)

Allows municipalities, counties, and non-profit organizations to purchase toll credits at a discount rate of at least 50% off face value to use as federal match funding

Eliminates the requirement for Department of Transportation or legislative approval when municipal, county, or non-profit projects use purchased toll credits for federal assistance matching

Maintains the requirement that other uses of toll credits still need approval from the joint legislative capital project overview committee before inclusion in the state 10-year transportation improvement program

Takes effect upon passage
