Requires all interscholastic and intercollegiate athletic teams sponsored by schools, school districts, or higher education institutions to be designated as female, male, or coeducational based on biological sex at birth as listed on official birth certificates

Restricts teams designated for females/women/girls to students of the female sex only, while teams designated for males/men/boys may be open to students of either sex

Mandates that locker room facilities at athletic events be separated by biological sex and that athletes only use locker rooms corresponding to their biological sex

Exempts grades K-5 and intramural or club sports from the athletic participation requirements

Creates a private cause of action allowing athletes who suffer harm from violations to seek injunctive relief and attorney's fees, including protection against retaliation for reporting violations

Requires all inmates in state prisons, county detention facilities, and police department detention to be housed based on biological sex as listed on birth certificates issued at or near birth

Takes effect January 1, 2027
