Amends the definition of hemp in RSA 439-A:2 to specify that the 0.3 percent THC threshold applies to "total" tetrahydrocannabinol concentration rather than just delta-9 THC

Requires that total THC concentration include the sum of all THC, including tetrahydrocannabolic acid (THCA), which converts to THC when heated

Closes a regulatory loophole where products high in THCA could technically qualify as legal hemp despite having intoxicating effects when consumed

Takes effect 60 days after passage
