Adds "mitigation of cyanobacteria and water quality protection" as a new authorized purpose for creating village districts in New Hampshire

Authorizes village districts to cooperate with other village districts or towns to implement cyanobacteria mitigation projects and participate in state or federal programs and funding

Allows village districts to establish contingency funds (up to 1% of prior year appropriations) and reserve funds for cyanobacteria mitigation and water quality protection projects through annual warrant articles

Expands special assessment district authority to allow multiple towns, cities, or village districts to jointly establish districts for cyanobacteria mitigation, levy charges, borrow money, and issue bonds

Enables special assessment districts to jointly apply for state funds under existing clean water and watershed management programs (RSA 487:15-25 and RSA 485-A:58-61)
