Requires covered establishments (businesses open to the public, shippers, warehouses, distribution centers) to grant restroom access to commercial drivers who are delivering goods or waiting to load cargo

Defines covered drivers as commercial motor vehicle operators and excludes small facilities (800 square feet or less) with employee-only restrooms from the requirement

Mandates that terminal operators at marine ports provide sufficient restrooms for drayage truck operators (vehicles over 33,000 pounds) in accessible areas, including parking spaces for drivers to use while accessing facilities

Exempts establishments from providing restroom access if it would create obvious health, safety, or security risks

Takes effect 60 days after passage
