Requires the Department of Health and Human Services to submit documentation to CMS by December 1, 2026 (or within 30 days of federal template publication) to implement community engagement and work requirements for Granite Advantage health care program eligibility under the federal One Big Beautiful Bill Act of 2025

Changes legislative oversight from fiscal committee "approval" to "review" of the proposed implementation plan before submission to CMS

Mandates quarterly status reports to legislative leadership through December 31, 2026, then annual reports thereafter, on CMS review and implementation progress

Suspends state-level community engagement and work requirements in RSA 126-AA:2 while federal requirements under Public Law 119-21 are in effect, with automatic reinstatement if federal requirements are eliminated

Removes the "5-year demonstration program" language from the Granite Advantage program, making it a permanent ongoing program
