Establishes a new "transmission asset replacement project" category defined as replacing 5% or more of transmission poles or towers within a 5-year period on existing electric transmission lines

Creates a streamlined certification process for "qualified" transmission asset replacement projects that don't require permit amendments, new permits, or increased pole heights or corridor widths, with decisions required within 180 days

Reduces application filing fees for qualified transmission asset replacement projects to $1,800 per mile, compared to $3,600 per mile for other electric transmission facilities

Grants the Department of Energy and Office of Consumer Advocate automatic full party status in any site evaluation committee proceeding where they file a notice of participation

Expands the site evaluation committee fund to cover monitoring and enforcement costs, and allows the committee and Department of Energy to assess applicants for studies, consultants, and travel expenses
