Establishes a Berlin Cosmetology Program Task Force to study the feasibility of creating cosmetology education programs in northern New Hampshire, potentially housed jointly by White Mountain Community College and Berlin Regional Career & Technical Center

Task force membership includes representatives from the Department of Education (chair), White Mountain Community College, Community College System of NH, SAU 3 superintendent, Berlin Regional Career & Technical Center director, and a cosmetology teacher from an existing program

Study will examine staffing, space, and funding needs; co-location and dual enrollment opportunities; potential inclusion of a public salon facility; and funding sources for construction, renovation, and equipment

Task force must report findings and legislative recommendations to the governor, education officials, and legislative leadership by June 1, 2027, with a target feasibility assessment for program launch by September 1, 2027

Allows Carl D. Perkins Career and Technical Education Act funding to cover study costs and amends RSA 188-E:1 to permit career and technical education programs located on community college campuses or jointly established with career and technical centers
