Prohibits foreign nationals from contributing to or directing campaigns related to constitutional amendments and local ballot questions (city, town, school district, village district, or county measures)

Requires measure committees to file certifications under penalty of perjury confirming no foreign funding was used for preliminary activities, and to obtain written affirmations from all donors that they are not foreign nationals

Mandates that independent expenditure filers certify within 48 hours that they are not foreign nationals and that no foreign national participated in the decision to make the expenditure

Establishes disgorgement requirements where committees or filers must return funds equal to any contribution or expenditure found to involve prohibited foreign sources, with directors and officers jointly and severally liable if funds are unavailable

Authorizes civil penalties up to 2 times the unlawful contribution amount (or 3 times for knowing/willful violations), with the Secretary of State responsible for administration and the Attorney General for enforcement, effective January 1, 2027
