Establishes a 7-member Solid Waste Site Evaluation Committee to review and issue certificates for major solid waste disposal facilities (those accepting more than 100,000 tons per year), with members including the waste management council chairperson, state agency commissioners, and governor-appointed public members

Requires applicants to submit detailed assessments of visual impacts, property values, noise, odor, traffic, tourism effects, and economic impacts, with mandatory independent third-party peer review at applicant expense

Sets application fees starting at $20,000 base charge plus $1,000 per additional 10,000 tons/year above 100,000 tons, with all fees deposited into a newly created non-lapsing Solid Waste Evaluation Committee Fund

Prohibits construction of major solid waste facilities without a certificate and requires the committee to find that the facility's net public benefit outweighs adverse impacts before approval

Suspends Department of Environmental Services issuance of permits for new major solid waste disposal facility capacity until committee rules are adopted or July 1, 2027, whichever is later
