Consolidates all eligible biomass technologies into Class III of the Renewable Portfolio Standard (RPS), removing biomass from Class I eligibility

Reduces the Class I renewable energy requirement from 15% to 12% and increases the Class III requirement from 8% to 9% for 2025 and thereafter

Creates new eligibility for biomass facilities up to 75 MW operating in Coos County (designated as a distressed place-based economy) as of January 1, 2026, up from the general 25 MW cap

Increases the alternative compliance payment rate for Class III from $31.50 to $45 per megawatt-hour

Removes the requirement that Class III biomass sources must have begun operation prior to January 1, 2006
