Health carriers may only modify prescription drug coverage at the time of coverage renewal, not mid-year

Formulary modifications must apply uniformly to all enrollees covered by identical or substantially identical health benefit plans

Enrollees must continue receiving any prescription drug previously approved or covered under their plan at the contracted benefit level until their plan renewal date, even if the drug is removed from the formulary

The bill takes effect 60 days after passage
